What I think is this could be done by innovative furniture designs that captured multiple people engagement over a comparatively small area, Managing clean desk policy and giving only system and big booklet space, all other accessories need to be managed below the table and replace the moveable drawer cabinet by fixed type single drawer.also for populating such numbers in a limited area, these need to be cater, cooling for team comfort, small low height partitions, acoustic panels, work level balanced lighting need to manage.

Consult with staff and look at introducing flexible working, hot desk policy, working from home arrangements shared working practices to balance demand against availability. Monitor, review learn improve and implement further controls to maximise efficiency if necessary. Conduct regular reviews to maintain continuity.
